Rep. Deb Haaland (D-New Mexico) delivers remarks on the floor of the U.S. House of Representatives on November 13, 2019.

Haaland, who is one of the first two Native women in Congress, paid tribute to Verna Teller, Chief Justice of the Pueblo of Isleta, who delivered the invocation at the session on Wednesday.

"Verna Teller is the first Native American to deliver the opening prayer in the U.S. House," Haaland said, her voice breaking with emotion.

Teller's prayer came during National Native American Heritage Month, observed throughout the month of November.
